EU ViDA: VAT in the Digital Age

What the package is about and why e-invoicing sits at the centre of it, without a calendar of deadlines.

What ViDA is

VAT in the Digital Age, usually shortened to ViDA, is a package of EU VAT reforms. It has three strands. The first replaces slow, periodic reporting of cross-border sales with digital reporting built on e-invoicing. The second updates VAT rules for online platforms in specific sectors. The third lets more businesses that sell to consumers in other EU countries use a single VAT registration.

Why e-invoicing is central

The digital reporting strand depends on invoices that machines can read. A structured invoice already contains the seller, buyer, tax category and amounts, so tax authorities can receive that data close to the time of the transaction instead of reconstructing it later. This is why the European standard for e-invoicing is the reference point for the whole package.

ViDA also allows Member States to introduce domestic e-invoicing obligations under defined conditions. In practice, requirements for small businesses will therefore depend heavily on the country where they operate, and the details are decided at national level.

What a small business should do now

You do not need to act on every strand. A practical approach is to keep invoice data structured and complete, issue invoices with the correct tax category and exemption reason, and be ready to send a standards-based file when a customer or authority asks for one. Tools that validate against EN 16931 help you keep that habit. Whether a specific obligation applies to you, and when, is a question for your tax authority or adviser.
